not by Nature in the form of Winter
but by our Counties' Animal Services Divisions.
The problem is people not understanding the requirements for pet care, including cost.

The organizations associated with the South Florida Pet Perfect Campaign
require approval of applications before any adoptions,
and most require a minimum adoption fee.

CAUTION: There are unscrupulous individuals who pickup unwanted animals being given away for free.
These animals ARE NOT GOING TO HOMES.
